Cliff has continued his priorities while in office. Below are the
position papers he developed in his last campaign.
Keep Public Safety as Priority #1
Torrance is one of the safest cities in America. Cliff participated in the city's
Partners in Policing Program, supports the Torrance Ranger program, and
wants to ensure that public safety is priority #1.
Fight Traffic Congestion and Over-development
Quality of life is a critical issue for Torrance residents. Traffic saps resources
and energy. Over-development overly burdens city services. Cliff supports
utilizing new technology to reduce traffic and ensuring that Torrance maintains
its balanced commercial, industrial and residential character. See Cliff's white

Attract and Retain Businesses and Create Good Jobs
Retail businesses are critical to the City's sales tax base; light industrial, health
care and other businesses provide jobs for residents. Cliff supports keeping
Torrance business friendly, advocating a one-stop permit center and an easy
check list for starting a business in Torrance. Further, he supports the city's
economic development team, acting as ombudsmen for the city, and identifying
the many government programs available to companies. Finally, as part of
Team Torrance, Cliff would actively work to meet with companies to persuade
them to locate in Torrance. See Cliff's white paper on this issue.
Make Government More Accessible - Torrance 2.0
Torrance has made great strides in improving government transparency.
However, residents must often scour the city website or journey to city hall to
determine what the council and commissions are considering. Cliff would use
email marketing to communicate to residents issues the government is
considering. Furthermore, this tool can be used to alert residents of potential
issues in their neighborhood. Cliff also advocates regular surveys of city

Champion Senior Services and After School Programs
Nearly 15% of Torrance residents are over 65. Ensuring quality services is
critical for the city's success. As a Red Cross leader, Cliff is particularly
concerned about emergency preparedness for seniors. As the son of teachers
and the brother of two educators, Cliff knows how critical schools are to our
city. He understands that quality schools enhance home prices and improve
the character of our community. As a member of the Parks & Recreation
Commission, Cliff supported the use of city facilities for kids and was a critical
voice in ensuring schools received priority in using the Plunge. See Cliff's Letter

Protect the Environment
Cliff received a Master of Science in Energy & the Environment when he studied
at England's University of Sussex School of Engineering as a Rotary
Ambassador of Goodwill/Preserve Planet Earth Scholar. Cliff was one of the first
staff members in the State Legislature to work on the bill to give alternative fuel
vehicles access to the carpool lanes. Cliff will fight pollution run-off at beaches,
expand the green waste program city-wide, and conduct annual energy audits.
For his positions on the environment, Cliff was endorsed by the LA League of
Conservation Voters.
To avoid a conflict of interest in conducting city matters, Cliff will not accept
financial contributions from:
- Developers, who have projects before the city,
- Contractors, who have business before the city,
- Unions, which have contracts with the city, and
- Employees, who work for the city.
